How to prepare and use this upload

Priority rules convert BP Transit Color and HBT into a numeric priority rank. Lower rank values are loaded first in Strict Priority and influence Balanced and Optimum Combination scenarios.

Each row defines one color and HBT combination. Missing priority combinations are automatically assigned the lowest priority after all defined ranks.

Uploading a new priority rules file replaces the current priority_rules table. Business users can change priority behavior without code changes by updating this table.
